New Report Gives Update on First Year of IIJA Transportation Projects in North Dakota, Minnesota, and Wisconsin

WASHINGTON, D.C. — In a recent review of U.S. Treasury Department data through September 30, over 1,000 transportation projects in North Dakota, Minnesota, and Wisconsin have been jumpstarted by federal highway and bridge formula funds during the first year of the Infrastructure Investment and Jobs Act (IIJA).

"A key takeaway from the Treasury data is that the bipartisan infrastructure law is working in year-one as intended, with state transportation departments disbursing funds and projects breaking ground," said American Road & Transportation Builders Association (ARTBA) Chief Economist Dr. Alison Premo Black, who prepared the report.

President Joe Biden signed the IIJA into law Nov. 15, 2021. Nearly 90 percent of IIJA's highway funds are dispersed by existing formula to states, with the remainder distributed through discretionary grant awards and other allocated programs.

Nationally, over 29,000 IIJA projects were launched through the end of September.

North Dakota leveraged $388.6 million in federal highway and bridge formula funds in FY 2022 to help jumpstart 358 new improvement projects in communities across the state. The five largest projects supported by formula funds in North Dakota are:

  • Repaving, improvements, and bridge repairs on I-29, N of Hunter Separation to S of Jct ND 200 - $23.9 million
  • Repairs in West Fargo, I-94, 38th Street W (Raymond Interchange) E to Sheyenne Street - $18.5 million
  • Overlay, pipe extensions, and replacement, ND 6 to Jct ND 21 - $13.2 million
  • Repavement and culvert extensions on ND 3, Jct ND 36 (Tuttle) N to W Jct Nd 200 (Hurdsfield) - $11.3 million
  • Repavement, road realignment on ND 50, Junction US 85 E to Junction Cmc 5341 (Wildrose) - $11.2 million

Minnesota leveraged $919.6 million in federal highway and bridge formula funds in FY 2022 to help jumpstart 393 new improvement projects in communities across the state. The five largest projects supported by formula funds in Minnesota are:

  • US 53 resurfacing and new bridge construction - $141.9 million
  • I-90 ramp improvements, lighting, and bridge rehabilitation - $71.7 million
  • Bridge construction of State Highway 36 over the St. Croix River - $45 million
  • Intersection improvements at Fairoak & Thurston Avenue, new bridge construction, and bridge rehabilitation - $25.5 million
  • Drainage and lighting in Ada at Louis Lane/Mn 55 in Eagan, restricted crossing intersection construction, and turn lane extension at S Jct Mn 149 - $23.6 million

Wisconsin leveraged $957.6 million in federal highway and bridge formula funds in FY 2022 to help jumpstart 719 new improvement projects in communities across the state. The five largest projects supported by formula funds in Wisconsin are:

  • I-43 North South Freeway, Highland Road to South 60 reconstruction with expansion - $79.7 million
  • I-43 North South Freeway, W County Line Road Interchange, reconstruction with expansion - $39 million
  • I-41 reconstruction and expansion, from Appleton to De Pere - $28.3 million
  • Construction on IH 94, Hudson - Baldwin - $18.6 million
  • Bridge maintenance and resurfacing on IH 43 North South Freeway - $17.3 million
